Dubai’s off-plan market offers staged payments and access to new developments, but a polished launch campaign is not a substitute for due diligence. Buyers should verify the developer, the project registration, the payment structure and the likely resale or rental market before committing funds.

The following 7 checks provide a clear framework for assessing an off-plan purchase. Rules and fees can change, so confirm the current position with the Dubai Land Department, the project’s escrow bank and an independent legal adviser.

1. Verify the Developer and Project

Use the Dubai REST application and official Dubai Land Department records to confirm the developer’s licence, the project registration and the approved escrow account. Review the developer’s completed projects, delivery record and after-sales management.

Marketing material may describe expected completion dates and amenities, but the signed sale and purchase agreement is the controlling document. Check that the project details in the agreement match the official registration.

2. Understand the Payment Plan

A 60/40 payment plan is only one possible structure. Some projects link instalments to construction milestones, while others defer part of the price until handover. Compare the amount due at reservation, during construction, at completion and after handover.

Assess the plan against your cash flow, not only the advertised monthly payment. Ask what happens if construction is delayed, a payment is late or financing is unavailable at handover.

3. Evaluate the Location and Infrastructure

Areas such as Dubai South, Dubai Creek Harbour and Jumeirah Village Circle may benefit from wider infrastructure plans, but each project still requires an individual assessment.

Consider existing access, confirmed transport projects, nearby employment, schools, retail and the supply of competing homes. A future infrastructure announcement should support the investment case, not replace it.

4. Review the Price and Contract Protections

Compare the purchase price with completed homes and competing off-plan projects in the same area. Check whether the quoted price includes parking, storage, service charges, furnishing or other extras.

Read the provisions covering price changes, specification changes, completion delays, cancellation and assignment. Obtain independent advice before signing, particularly if the contract limits resale during construction.

5. Confirm Escrow and Payment Instructions

Project payments should follow the official escrow arrangements associated with the registered development. Confirm the account details independently and retain receipts for every transfer.

Do not rely on payment instructions received only through an informal message or an unverified intermediary. Cross-check any change of bank details with the developer and the relevant official records.

6. Define Your Exit Strategy

Short-term investors may target a resale before handover, while long-term buyers may focus on rental demand after completion. These approaches have different costs, restrictions and market risks.

Review assignment rules, transfer fees and any minimum payment threshold before resale. For a rental strategy, compare realistic net income after service charges, management, vacancy and maintenance. A projected 6-8 percent return should be tested against current comparable properties rather than accepted as guaranteed.

7. Value Incentives Carefully

Launch incentives can include reduced fees, service-charge support, furniture packages or rental guarantees. Treat each incentive as part of the total price rather than as free value.

Read the eligibility conditions, duration and provider obligations. A rental guarantee is only as reliable as the party providing it, and a discount may be offset by a higher base price.

Current Rules and Independent Verification

Dubai’s property rules continue to evolve. Deposit limits, construction requirements and transfer procedures depend on the project and the rules in force when the transaction occurs. Verify claims about Law 9/2025, green-building standards or residency eligibility with the competent authority before relying on them.

Official market data and legal records should form the basis of the decision. Independent legal, tax and financial advice is especially important for international buyers.

A Disciplined Buying Process

A sound off-plan purchase combines a verified developer, a registered project, a manageable payment plan, a defensible location and a realistic exit strategy. It also leaves room for delays, market changes and ownership costs.
