Dubai requires regulated escrow arrangements for qualifying off-plan property projects. Buyer payments are directed to an account associated with the registered development rather than treated as unrestricted developer funds.
Escrow reduces some risks, but it does not guarantee completion, construction quality or investment returns.
How the Structure Works
The Dubai Land Department and Real Estate Regulatory Agency oversee the framework. Developers generally draw project funds in line with approved construction and regulatory requirements.
Buyers should confirm the project registration and escrow details through official channels. Payment instructions in a brochure, email or chat message are not sufficient verification.
Checks Before Paying
- Confirm the developer and project in official Dubai property records.
- Verify the escrow account name and bank details independently.
- Ensure the sale and purchase agreement identifies the same project and unit.
- Review the construction-linked payment schedule.
- Retain receipts and bank confirmations for every transfer.
Do not send project payments to a personal account or an account that cannot be matched to the official arrangement.
What Escrow Does Not Cover
Escrow does not determine whether the purchase price is fair or whether the unit will rent or resell at the projected value. It also does not replace review of delay, cancellation, specification and assignment provisions.
Buyers should obtain independent legal advice and inspect the completed unit before accepting handover.
