Raw and serviced development land in Morocco

Raw land generally lacks complete roads and utility connections. Serviced land is intended to have defined access and infrastructure such as water, electricity and drainage. The label used in marketing is not enough to establish what is physically or legally available.

Raw Land

Raw land may have a lower purchase price but requires more investigation, design and infrastructure spending. It can be agricultural, rural or outside an approved development area.

Construction rights should never be inferred from nearby buildings.

Serviced Land

Serviced land may form part of an approved subdivision with roads and utility networks. Buyers should confirm whether connections are completed, accepted and paid, and whether capacity is available for the intended project.

A pipe or cable at the boundary does not prove that service can be activated.

Total Development Cost

Compare acquisition price with surveys, studies, design, permits, roads, utilities, drainage, earthworks, taxes, finance and schedule risk. A cheaper raw parcel can become more expensive than a serviced site.

  • confirm utility providers and capacity
  • review environmental, flood and soil constraints
  • identify subdivision or community obligations

Foreign buyers should obtain specific advice where agricultural land or special classifications are involved.

Technical Investigation

A surveyor, architect and engineer can assess levels, soil, drainage and connection requirements. The legal review and technical review should use the same parcel boundaries.

Choosing Between Them

Serviced land may provide greater cost and schedule certainty. Raw land may suit an experienced developer able to manage planning and infrastructure risk.
